Pillager Captains not spawning at pillager outpost. Patrols spawn a single captain, while outposts can spawn 1-3 captains at a time. I turned it into normal. This may NOT be the answer, however, I found a nearby pillager outpost and destroyed all entities as well as destroyed the fort.
I have been flying back in forth between a village and the outpost with my elytra and none are spawning. These captains give the Bad Omen effect at level I, whereas illager captains in raids do not give Bad Omen.

I don't think that … I think that on bedrock edition you have to 24-54 blocks away from their spawn point which is the middle block on the top layer of the outpost. Copy link Quote reply ghost commented Jan 20, 2019. When I got to the village the I was in peaceful mode. 5 pillagers spawn in patrols. They can still spawn in areas underneath the outpost and above the ground level if there are spawnable blocks available. The best possible solution is to remove all spawning spaces from the area.
Because of their ranged capabilities and group tactics, both options can be annoying if you're not prepared properly.
